meningitis outbreak. good afternoon. i'm pat lawson muse. >> first up, the outbreak is linked to a steroid injection made by a specialty pharmacy. two more drugs made by that same company are being investigated after reports of new illnesses. >> the centers for disease control says the current outbreak has left 214 people sick. there have been 15 deaths nationwide. there have been 34 cases including one death in virginia. 15 cases including one death in maryland. erica edwards has more on what the cdc is doing to identify patients and halt this deadly outbreak. >> reporter: patients are inundating doctor's offices with phone calls concerned. >> it has swamped my secretaries' phone lines. >> reporter: the doctor of uh case medical center in cleveland says the meningitis outbreak linked to contaminated steroids

has translated into high anxiety among some of his patients. >> push out against my hand. >> reporter: experts say all of the potentially lots have been called and should be no danger to patients currently undergoing injections. >> this is such a rare occurrence. that it would be like trying to avoid a tsunami. it can happen but it is extremely difficult to predict. >> reporter: but that's just what federal health investigators are trying to do. this is the war room of the centers for disease control and prevention. it is where scientists are on the front lines trying to stop the rare fungal meningitis from killing again. they're tracking cases, talking to doctors and contacting the thousands of patients who may have been exposed. >> we're still in the middle of this problem. we're nowhere near the enyet i'm afraid. >> on monday, the food and drug administration warned other drugs from the new england compounding center may have been tainted. >> we don't know where they

went. those medications, and where they were distributed have not yet been identified. >> reporter: through unconfirmed reports of fungal infections in two heart patients and a person who received a different steroid. an ominous sign cases may continue to rise. erica edwards, nbc news. a family tragedy in fairfax county today. police say a brother shot his sister to death this morning in front of their 92-year-old mother. police tell us the victim was dr. ruth hamilton allen who lived on getties court here. her brother, charles, is in custody this afternoon. news4's pat collins has learned what may have led to that shooting and he'll have a live report at 5:00. metro is trying to explain why it will take so long to get cell phone service in all underground stations. today was supposed to be the deadline to get service from all four major care yerss. metro now says it recently asked congress for an extension and now metro is estimating, it

could be three years before the project is complete. metro would not give any specific reason for the delay, except that the project is proving to be much more labor intensive and complex than first thought. cell phone service is currently available at 20 of metro's busiest stations, but it is not available in most tunnels. turning to the weather. get set for another chill. some of us could see frost tonight. >> storm team 4 doug kammerer has the details. >> if you walk outside right now, it is on the cool side. we're sitting about five degrees below average for this time of year at 64. the winds out of the north at 14 miles per hour. that wind does make things feel a little cooler as you make your way out and about. as far as the temperatures go, around the rest of the region, here's where we sit. 61 in gaithersburg. 64 in the d.c. area and in culpepper. also, 68 degrees over there toward fredericksburg. as we look toward the west, 61 in winchester. and 59 in hagerstown. once again, a fairly cool

>> reporter: pat, thanks. good evening from long island. with mitt romney ahead now in this new set of polls, in the all important swing states, even more is riding on tonight's debate here. the pressure is on but so was the smile as president obama headed for the hofstra debate. >> i feel fabulous. >> reporter: mitt romney got sunshine by a starting poll by gallup for usa today that shows him leading now in 12 battleground states from colorado to florida to ohio. since the debate in denver, romney over obama, 50-46 among likely voters because gallup found romney trails with women in swing states by just one. a once wide gender gap closed. team obama disputes the numbers, a shift like that is critical. >> whoever wins the women usually wins the election. >> reporter: tonight's debate is a town hall. audience questions. in a debate like that in 1992,

tweet me at nbc washington using the hash tag dc talks. coming up at 11:00 p.m., we'll have the highs and lows as seen through you. the debate starts at 9:00 a.m. see you on air and online. jim? >> all right. we'll be doing it. angie, thank you so much. there is a new twist today. an update on that controversy over paul ryan's visit to a soup kitchen in ohio over the weekend. brian is the director of the st. vin send depaul society in youngstown. yesterday he told the "washington post" that his group had no advance notice that ryan was coming. he said he would have denied permission because his group is a-political. he also said the dishes ryan washed were already clean. he implied the entire event was staged as a photo op. he is now backing away from those statements. he tells nbc news that ryan washed dirty dishes that were set aside after a charity volunteer gave the campaign

advance permission to visit the kitchen. and he said his previous accusations were based on secondhand information. the "washington post" also reports that although the man describes himself as an independent, he has voted in democratic primaries for the past 17 years. security has been tightened around the british hospital that is treating a girl who was shot by the taliban. hospital officials say two people were questioned and turned away overnight when they tried to visit 14-year-old malali. one of the intruders claimed to be her mother. british authorities say her parents are still in pakistan, although they do plan to join her soon. malala was on her way home from school last tuesday when she was shot in the head because she's been pushing education for girls. the taliban has threatened to continue trying to kill her. when we come back on news4 at 4:00, what's inside the first lady's lunch box. mrs. obama shares some little known facts about her life aboard air force one.

and then look at the radar. absolutely nothing. a lot of green. some blue over there which is great. that's where it is supposed to be. as we look through the past day, clouds moving away. and that's a good thing. because tomorrow a giant h will be right there and it will be absolutely gorgeous with lots of sun. and nice. as you're making your way out and about. look for clear skies. a cool evening. still nice. the temperatures, 53 to about 58 degrees. tomorrow morning, waking up to a pretty chilly start. 36 in some of the coldest suburbs. 49 in the city. it could be some frost out there. especially frederick county, maybe western montgomery and loudoun county. then tomorrow afternoon, sun and clouds and warmer. a nice afternoon. 67. did you do this, too? >> that's not me. >> 67 to 729 degrees is what it will be out there tomorrow. let's just take that off right there. 72. i think it will be around 71 in the city. as we make our way through the next couple of days, here you go. 71 on your wednesday. 73 on thursday. 73 on friday. 67 on saturday. and then 79 degrees coming up, or rather, 69 degrees coming up on sunday. monday, also pretty good. with a high temperature of about 73. it is going to be warm. the coolest days will actually be during the weekend.

back in 1992 george h.w. bush checked his watch while a moderator fielded a question from the audience. it was a moment that suggested the president could not wait for that debate to end and it created a negative image in the minds of some viewers. it is an example of why the details are so important in a debate. joining us now is jonathan paul. he is the director of debate at georgetown university. and his team is ranked first in the nation. he is here now to talk about what the candidates need to do during tonight's debate. first you say body language is key and critical. we saw that in the vice presidential debate. >> the important thing to remember with body language is that you can't win a debate with good body language but you can most certainly lose a debate. and what the candidates need to really avoid in these debate settings in particular, the town hall where everything is open. there is nowhere you can run and hide in a town hall setting. anything that can be distracting or as we saw in the clip, that can make it look as if you're

disinterested in the debate. something that will get replayed back on youtube or mentioned on twitter as a highlight moment where it didn't look good for you. >> you say it is also important for the candidates. both candidates to find the right balance. especially in this town hall format. >> so the unique thing about the town hall format that will certainly present some challenges to the candidates is, it is not a traditional debate format where you have a slugfest between two candidates and both are going on the offense, attacking each other. you're with, you're in the midst of the audience and you want to seem respectful to your questioner. so each candidate needs to find a way to both differentiate their policies and their ideas without seeming too aggressive. and i think in particular, for president obama who was really criticized by the media for not being aggressive enough in debate number one. he really has to thread the

needle to have an effective performance tonight. >> that goes into energy level. for both candidates. mitt romney can't play it safe. neither can. >> yes. the energy level is so very important in debates. and a lot of times if you just watch a debate, you can kind of tell who do you think is winning based on who do you think is more energetic? who looks like they enjoy and they want to be there. for obama, i thought in the first debate, he didn't show any of that. it almost looked like he had better things to do or wanted to be somewhere else. and he absolutely cannot do that if he wants to have a good performance in the second debate. >> we'll know in about six or seven hours from now. >> thank you. >> sharing your insights. we appreciate it. jonathan paul from georgetown university. >> back to you. >> thinking big by thinking small. coming up on news4, apple's hint that the ipad mini could be a few weeks away. plus, life as honey boo boo. she and mama reveal how life as

. welcome back at 4:30. >> the captain of the costa concordia was back in court today for more pretrial hearings. he is accused of abandoning the ship after it was run aground. 30 people were left dead. and the captain thinks that he is a victim. >> reporter: francesco schettino arrives through a side door. it is actually a local theater being used for these preliminary hearings to accommodate the

crowds from several nations. survivors, families of the 32 who did not make it off the costa concordia. some said they wanted to look the captain in the eyes. also here, lawyers representing hundreds of passengers. >> we felt that he did not seem very remorseful or very sorry about what has happened on the ship. he seemed very confident. >> reporter: just as we've seen some of the panic on board, thousands of people scrambling for life boats, jumping into the water after the colossal ship struck rock too close to the island. now we hear the ship's black box. that's captain schettino in those moments, ordering the ship to be durand abruptly. >> reporter: we talked to costa cruises. they blamed the whole thing on schettino and called his suggestion that there might have been a mechanical failure a colossal absurdity. lawsuits against the parent company says other thing. not enough crew training and

language barriers and someone else is suing the company now. schettino. he wants his job back, alleging wrongful termination. back to you. >> if the captain is charged and convicted, he could face several life sentences in prison. apple revealed today that it is ready to launch a new gadget on the market. it could be the long rumored new ipad minni. the company will introduce it next tuesday. online speculation is that the ipad mini will be the answer to the more compact cheaper devices like the kindle fire. the base model is expected to cost between $200 and $300. a nice day out there this morning. let's find out about it. we've got some changes on the way. >> we do. take a look at this. this is our national harbor camera. a beautiful shot down there toward prince george's county. right along the potomac looking absolutely gorgeous across our region. take a look at the number around the area. currently sitting at 64 degrees at the airport. 59 in hagerstown. 62 in philadelphia and back

toward the west. 55 in pittsburgh. that's some of the cooler air that we've seen across our region and we'll continue to see that move in through tonight. then some of the changes moving in. i'll show you which way we go tomorrow coming up in the forecast. good samaritans turned into heroes after they rescued a woman who fell on to the train tracks in massachusetts. it happened in cambridge. take a look at the upper left corner of the screen. video shows the platform. she takes a step backwards and tumbles on to the tracks. other people actually jumped on to the tracks to get that woman out. >> now it is a lot of people would do it. you hear that story a lot over the years about people jumping in to save their fellow passengers. i probably would do it too. >> reporter: >> the woman did not touch the high voltage third rail and no train was approaching. she was taken to the hospital as a precaution and has been released. well, she's taken the reality tv world by storm. >> and you know, what we see on the show is about as real as it

hulk hogan is suing his one time best friend and his best friend's wife. it is all over a second tame. in the $100 million lawsuit. the form he pro wrestler that he and his friend's wife had consensual relations in their home about six years ago.

it's now a viral video that led to allegations of police brutality. a security camera caught officers beating a man at a shelter that often houses homeless men. >> as tracy strahan reports, it all began because the man was sleeping on a couch.

>> reporter: in mere moments, this security video shows fists swinging at a crown heights outreach center. two cops versus one man in an incident lawmakers say crossed the line. some audibly gamsed during a news conference when showing what has become a viral video on social media. and called for the officers, seen unleashing on a seemingly defenseless man, to be disciplined. >> this is not new york city's finest. there are no two sides to this story. there is only one side. >> reporter: for their part, nypd says their officers were responding to a 911 call to a fight inside the outreach center which often houses homeless men. >> i don't know what this officer was thinking to assume that stance he assumed or to attack an innocent man after he is already in cuffs on the ground. but that's not police procedure. >> reporter: ehud hal eveni who has now crashed on this couch claims he had permission to sleep there.
